It has improved significantly for at least some Telecom regions, for Unicom it still seems to have a large latency increase at peak time but it's hard to tell if that's just that specific region or more widely throughout China. I've attached some screenshots from our monitoring. The Telecom region is Wuxi, Jiangsu and the Unicom region is Yangcheng, Jiangsu.
I think it isn't likely to get much better but we never know, China Unicom don't tell anyone when they're making improvements/capacity upgrades, same goes for when it gets worse. AS4837 is certainly a lot better now than it was at the start of June.
It depends what you're doing with your server, I assume you have people accessing it from across China, making it harder to simply monitor our looking glass IPs.
CMIN2 sadly still has significant packet loss with Telecom, the latency increase with Unicom looks quite similar to AS4837. I'm not sure what the bandwidth throughput comparison between AS4837 and CMIN2 is. CMIN2's main benefit will probably remain with only China Mobile, which is why we're considering other options to add to our CMIN2 networking to improve Telecom and Unicom (such as AS9929).
